Dubai -RESPONSIBILITIES: Acts as the representative of Parsons with the client, subcontractors and suppliers during the project execution. Represents the client in negotiations with regulatory agencies and in public meetings. Oversees establishment of the Construction Management Plan, Site Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required. Inspection – The selected candidate will have experience in and will be expected to supervise inspectors on assigned projects. Procurement - Prepares purchase requisitions and procure items necessary for the operation of the field office. Establishes procedures for the administration of all field vehicles and equipment; maintains necessary status logs and reports. Supervises the work of subcontractors. Coordinates the drafting of requisitions, subcontract scopes of work, amendments, and task orders. Reviews and approves subcontractor safety plans and quality control plans. Ensures the subcontract files are maintained with current insurance certificates and correspondence. Monitors subcontractor expenses versus budget. Prepares draft amendments. Ensures the prime contract file is maintained current with insurance certificates and correspondence. Prepares and negotiates changes to the scope of work with the client and key subcontractors. Works to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes. Responsible for maintaining current and timely change orders. Cost Engineering - Supervises the preparation of the client's monthly construction progress report and the client's contract status report. Prepares WBS, budgets and forecasts. Prepares monthly safety self assessment. Accounting - Supervises development of the monthly Parsons invoices; review for accuracy. Reviews and approves subcontractor invoices. Prepares quarterly construction management reports and coordinate meetings. Quality - Establishes the QA/QC Plan including development of the inspection & test plan. Supervises setup and accreditation of the onsite materials testing laboratory. Safety - Establishes safety and emergency procedures. Inspects the construction site weekly with the contractor's safety representative. EDUCATION/EXPERIENCE: Bachelor's Degree in construction-related field (or equivalent construction-related work experience) 10+ years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.

About the Role The Senior Project Manager is accountable to: Manage, execute and deliver multiple UAE and global projects across DP World’s portfolio throughout the project cycle, including the project definition, design, construction, commissioning, and hand over; and Ensure projects are delivered to meet the agreed requirements and expectations of the End Users. Key Accountabilities GENERAL The Senior Project Manager is responsible for: Managing the delivery of multiple projects in UAE and globally across DP World’s portfolio; Delivering all projects on time, on budget, and quality as per the agreed scope of works; Collaborating with key project stakeholders (including Business Development, Engineering, Operations, Legal, Insurance, Commercial, Finance, and Business Units) to ensure adequate budgeting, planning and successful delivery of projects; Reporting progress throughout the lifecycle of projects to all project stakeholders (including but limited to weekly and monthly progress reports); Delivering projects as per the processes and procedures defined in the department’s Project Implementation Manual (PIM); and Ensuring all documentation related to each phase of the project is completed in a timely manner as described in the department’s PIM. All projects follow the pre-defined phases as per the department PIM. The Senior Project Manager will be responsible for certain tasks in each phase; as explained herein: PRE-PROJECT PHASE In this phase, the Senior Project Manager will: Support civil feasibility studies in collaboration with the Business Development Dept.; Be responsible for the technical activities of any required procurement related to pre-project feasibility and due diligence requirements; and Support the review process of Concession Agreements related to Group Planning & Project Management Dept. activities in collaboration with the Business Development Dept. INITIATING AND PLANNING PHASES In these phases, the Senior Project Manager is responsible for: Defining the project requirements in collaboration with the project stakeholders; Conducting the following procurement/tender activities: Defining the scope of works; Ensuring value engineering and innovation initiatives are conducted to optimize project costs; Provide the required technical support to the procurement process for consultancy and construction; Review and provide feedback on the proposed tenderers list prepared by the Vendor Management section; Providing technical support for obtaining permits and approvals; Providing technical support for lender’s negotiations (if applicable); Establishing project teams with clearly defined roles and responsibilities; Working in collaboration with the insurance department to ensure all relevant insurances are in place prior to the commencement of construction works; and Identifying and assessing project-related risks to ensure adequate risk mitigation strategies are in place. EXECUTING PHASE In this phase, the Senior Project Manager is responsible for: Managing all aspects of project construction to ensure delivery on time, on budget, and quality as per the scope of works; Monitoring and controlling project risk register to mitigate any potential time and cost impact; Managing projects resources (Tactical and Implementation Teams); Managing construction contracts from the perspective of project scope and deliverables, payments, variation orders, and claims; Obtaining approvals from relevant stakeholders for any “Change Request”; Ensuring that the highest levels of safety are applied in all activities; Ensuring maximum time is spent in site offices (across multiple projects) to monitor progress and control quality. Ensuring the completeness of all documentations from contractors and consultants related to payments; and Reviewing and approving all project invoices and associated payments from contractors and consultants. CLOSING PHASE In this phase, the Senior Project Manager is responsible for: Ensuring all project deliverables have been verified and completed; Approving the take-over certificates from the contractor; Handing over the project to the End User (including but not limited to operating manual, as-built drawings, training, etc.) and obtaining relevant approvals from the End User; Managing and completion of any snag list; Ensuring “Lessons Learnt” documentation is completed in a timely manner; Ensuring “Vendor Performance” documentation is completed in a timely manner; and Ensuring all project-related documents are adequately archived for future reference. OTHER TASKS In addition to the projects-related tasks, the Senior Project Manager is responsible for: Providing all necessary support to the End User during the defects liability period; Providing any ad-hoc support to the Business Units for activities related to the Group Planning & Project Management Dept.; Providing any ad-hoc support to the Group Planning & Project Management Dept. for process improvement and best practice initiatives; Applicable if role has direct or indirect reports - responsible for the management and leadership of an engaged team, promoting collaboration and ensuring that each is developed and evaluated against goals and objectives which are aligned, specific, measurable, attainable yet challenging, realistic and time bound.
