Dubai -Prepare the payment certificates for sub-contractors once value certificates are received and based on the jobs completed; arrange to pay them according to terms specified in their contracts Prepare the bill of quantities i.e. the quantity of materials required by the QS department, prepare variations and monthly valuations of assigned projects, prepare sub-contract orders & certify subcontractor's invoices and enable the project team / SQS to maintain profitability through accurate costing. Prepare cost reports clearly indicating the status of processed, received and pending payments, obtain approval from the CM and forward the same to Accounts. Prepare detailed specifications and obtain the estimates of additional cost from the estimation department in case of a variation i.e. a change in approved drawing or any addition to the job in order to obtain approval from the client. Prepare final accounts once the job is completed, coordinate with the site engineer to confirm all works are estimated, prepare and attach necessary supporting documents, obtain approval of the CM and receive a payment certificate from the client in order to enable the company to collect the outstanding amount on the due date. Float, receive, evaluate inquiries for the sub-contract items, prepare a detailed comparison of the quality of the items and the price quoted by them, obtain the CM/Procurement's approval and appoint the appropriate sub-contractors Value engineering, procurement advice, and assistance during the tendering procedures. Attend all internal and external pre-commencement, progress and contract review meetings. Request necessary bonds, warranties, insurances, undertakings, etc until the final discharge of obligations. Detect Variations and Changes to the Contract in liaison with the Project team and prepare, negotiate and follow up on Variations. Check all quantities of subcontractor accounts, re-measure all work carried out and administer the contract and handle all re-measurement, variations, pricing updates and procurement issues. Responsible for all the QS/Costing activities in the project including design cost estimates, BOQ preparation, pre-tender estimates, tender preparation, tender analysis, contract documentation and LOI, contractor bill certification, variation analysis. To carry out the daily valuations and cost estimate of work in progress and tender invitations for landscape (hard & soft) fit-out and civil works. Liaise with the SQS/Contracts Manager to ensure prompt submittal and completeness of Contractors monthly payment applications and assist the SQS/Contracts Manager in finalizing the payment certificates, performing and checking of measurement of Work for: a) Interim Payments, b) Work executed against Provisional Sums and c) Variations. Liaise with Planning Engineer as per activity ID and achieve the monthly invoice target value. Prepare the Valuation report every month for each project until completion to keep track of all jobs completed (and their costs), prepare and submit the claim to the client/consultant for approval, receive the value certificate for the agreed value and forward the same to accounts for further action. Job Requirements Civil Engineering / Quantity Surveying (or equivalent) Degree holder from a recognized and accredited University Minimum 7 years of related experience, at least 3 year’s within the UAE in construction / Landscaping Industry Knowledge of AutoCAD and Primavera required Previous experience of FIDIC Contracts preferred Possess good project background and proven English language technical writing ability and skills Demonstrable skills in current Value Engineering and Cost Control techniques.
