This is a full-time position and the following skills and requirements are required: GENERAL JOB RESPONSIBILITIES: To supervise, oversee, coordinate and provide advice on all Facility Management services associated with Commercial, Industrial, or Residential real estate properties for Clients. Ensuring Health & Safety SOPs are adhered to Technical oversight of all Integrated FM operations Daily Operations Management Management of specialised service providers Adherence to all municipal and local HSE and technical requirements Ensuring monthly, quarterly and annual PPM planning is adequate in relation to community’s and equipment manufacturers’ requirements; ensuring compliance of service providers with PPM scheduling/tasks and reporting Undertaking periodic reviews of community’s and asset infrastructure and identifying short-term, mid-term and long-term repair/replacement requirements (independently of RFS) Develop, implement and monitor service providers’ KPIs and SLAs in accordance with community’s requirements Review service providers’ SOPs and suggest improvements where required for alignment with OA operations Ensuring effective communication is maintained between OA management, FM team and security personnel through use of area-appropriate patrolling checklists, daily team briefings, and uploading of information to relevant media (email, Operations WhatsApp group); follow up on any identified gaps through appropriate channels Coordinating PPMs and site visits of all specialist service providers, including additional call-outs as and when required Reviewing documentation, method statements and risk assessments of specialist service providers for PPMs and variation works as and when required Reviewing, documenting and summarising specialist service providers’ reports and recommending appropriate follow up action to various stakeholders Periodic review of specialist service providers’ performance and suggesting areas of development to improve service provision levels to community Ensuring smooth integration of operations between specialist service providers and FM team when cooperation between the two entities is required Ensuring local, company and best practice health and safety precautions are employed at all times by FM, security and specialist service providers when at site Guiding facilities coordinator to increase awareness of HSE best practices amongst all site staff by organizing frequent workshops for onsite staff Documenting and taking appropriate action on all HSE incidents and making recommendations for improvements Devising, implementing and filing new SOPs for HSE as an when required (e.g. Hot Works Permit as advised by Insurer) Ensuring all documentation as required by local authorities is available and filed appropriately for easy reference (e.g. Lifeguard certificates, First Aid certificates, etc…) Ensuring First Aid kits and other HSE aids (e.g. eye wash stations) are fully stocked, available in the appropriate locations and randomly checked for compliance; following up on any shortfalls Job description Source (minimum three) quotations from appropriate and reputable vendors for any works that fall outside the scope of AMCs; negotiate with vendors and ensure warranty terms, payment plans, scope of works are appropriate and corresponding to the work requirements Source (minimum six) proposals for appropriate and reputable vendors for annual maintenance contract requirements for the community, ensuring scope of work, licensing activities, appropriate levels of insurance and other legalities, and appropriate KPIs and SLAs are in place before making recommendations to OA Manager Develop, maintain and periodically review contractor and vendor database for routine and emergency maintenance requirements; ensure list is readily available at all times onsite for emergencies Maintain awareness of latest Dubai - Civil Defense, Dubai - Municipality and relevant Master Community laws, regulations and technical requirements as they may affect the community Ensure compliance with all existing local and municipal regulations and ensure appropriate paperwork and record keeping is up to date and easily accessible Ensure backup of documentation is available (in case of fire/flood in principal location) Arrange for workshops for FM/security staff to update them on all relevant new regulations as they impact operations within the community Liaise with Owners and Residents to manage and coordinate situations involving technical incidents (e.g. inter-unit leakages) Act as backup for OA Manager and OA Administrator in event of their non-availability at site during out of work hours Conduct daily building walkthroughs to identify any areas of improvement that may have been missed at FM/Security personnel levels Propose general facilities improvement plans in conjunction with OA Manager for further development Identify and address any FM/security staff performance shortfalls with appropriate personnel Supervise database management of tower’s access control system, including reviewing residents’ documentation and screening for authenticity of special requests for additional cards/tags PROFESSIONAL QUALIFICATIONS: Technical Expertise Contract Management Strong negotiation abilities Analytical and problem-solving skills Internal staff management and delegation of duties based on competencies and capabilities Ability to deliver reports of varying formats as and when required Good communication skills both in oral and written. Computer literate with knowledge of MS Word and Excel.
