Mission: Reporting to Operations Director of the Regional office, this position will be responsible to manage Terminal Services Procurement and related follow up activities and assist HO procurement / DRO Operations Director to Improve efficiencies in following Key Result image based on Management guidance. Key Result Areas: Overall responsibility for ensuring valid TSA (Terminal Service Agreements), SLA (Service Level Agreements) and Marine Service Contracts are available for all Ports under DRO Coverage To safeguard Group interests including Ships / Assets The MFN (Most favoured Nation) Rates or Best in the market Rates are secured for the Group with analytical approach and skillful negotiations with Service Providers In additional to the main Stevedoring Services, ensure key ancillary services are negotiated / secured to the benefit of the Group and minimize any risks and costs associated with “Standard Tariffs” Where applicable, to ensure rebates due to the Group are collected and penalties applicable are duly notified and invoiced to the relevant Service provider The scope of activity will include, but not limited to following: Ensure familiarity / adherence to corporate purchasing & contracting procedures and remain in sync with HO Procurement Management / counterparts Maintain the Procurement database containing, TSAs, SLAs, Contracts and recap of important items including validity, renewal dates etc Monitor and be fully familiar with the relevant market intelligence data of all locations within the Region Establish & maintain constructive relationships including visits & observations of all Ports & Terminals Mandatorily initiate internal TSA renewal mechanism 03 months prior expiry of the existing agreement Engage with HO Lines, Procurement and Port Agents within renewal window (or in new contracts) to ensure all important areas and requirements are incorporated in full & all best practices are covered Post decisions of internal reviews, engage with external Service provider for TSA renewal of extension mechanism 02 months prior expiry of the existing agreement For all locations during the negotiation process, financial exposure to each Vendor, impact assessment of any Vendor / Rate changes and loopholes if any in STD Terms must be reviewed / identified Conduct thorough and skilful negotiations with Ports & Terminals for best rate structure for main scope activities, optimum terms for ancillary services and good SLA Terms Any key location engaged in important transhipment activities, an environment conducive & to promote, benefit the Group must be secured Adhere to CMA CGM TSA Boiler plate as the default document, in the event of any deviation, such is validate with HO Procurement / Legal team prior execution Ensure formal coordination with HO Legal advisors to Minimize corporate liability associated with the Procurement function (i.e. Insurance, guarantees, penalties, rebates, etc) Once finalized, ensure full (or partial on confidentiality level) Agreements are disseminated to HO / DRO & relevant Cost control team, Agency OPS / Finance team for implementation Provide semi-annual (or prompt when a new facility emerges) updates to DRO / HO Lines / Procurement the pros & cons of competing terminals / Ports, including financial & OPS capability impact Likewise, if any particular Group Line tries to change vendor / Port suddenly with no impact assessment, prompt action should be taken to highlight consequences & a quick review before implementation Where necessary, resolve issues and problems that arise between CMA CGM and Ports, Terminals & Marine service providers if linked to TSA / SLA or Procurement Where volume threshold rates & rebates are involved, ensure to drive volume progression and recovery of rebates with DRO OPS / Agents Where applicable, assist DRO OPS and Port agents with penalty / performance shortfall recoveries Identity & recommend cost reduction Opportunities to RO management and HO departments, including phase in / out opportunities Put in place dedicated tools (to be updated on a regular basis) and train the relevant user or users to maintain those tools updated Define process and KPIs for Procurement activities in view of regular Reports to HO and RO top management Skill sets, Educational & Experience criteria A Bachelor’s degree or Diploma in Shipping Minimum 10 Year’s Container Ops. Management experience Prior experience in similar capacity / or high-level exposure to Terminal activity preferred Should possess high-level understanding of Operational costs Should be highly focused, analytical, dedicated and result driven Should be proficient in MS Office application & adaptable to software applications Fluency in English is mandatory, ability to work in French language will be an advantage Please ensure you are familiar with the CMA CGM Corporate guidelines
