Dubai -PermanentJob Description (Roles and Responsibilities) The British Embassy Dubai - has a vacancy for a Consular Network Officer under the MENASA Consular Network. The Network Officer will be responsible for delivery of the Network strand of the Middle East, North Africa, and South Asia (MENASA) Business Plan, with particular responsibility for resource management. They will be managed by a Consular Regional Operations Manager (CROM) from the Network and have line management responsibility (and therefore oversight) for the Deputy Network Officer. Duties and responsibilities: Business planning - Working as chief of staff and supporting the Consular Regional Director (CRD) in defining business plan and follow up on delivery. Monitoring of performance against delivery and horizon scanning for potential risks or problems. Resource management - Closely aligned to business planning, monitoring of regional resourcing to ensure it matches need (maintenance of the resource envelope). Identify potential risks and recommend actions to mitigate. Support to Network on staffing issues, e.g., advice on advertising jobs and stakeholder engagement with the Regional HR Hub. Support to CRD on staffing numbers e.g., local staff envelope. Budget management - Oversee the MENASA budget process, ensuring spend to within +/- 1% at end of financial year. Champion for budget best practice. Management information - Develop and deliver enhanced use of regional management information (MI) as a means of informing decisions and driving change. Network events - Lead officer responsible for the delivery of regional board of management meetings (working with wider network team). Regional communications - Working with the Deputy Network Officer to ensure delivery of regional communications. Line management of Deputy Network Officer. Other tasks relevant to the role. Essential qualifications, skills and experience Experience of drawing conclusions from data analysis and management information and implementing improvements. Excellent budget management skills including use of Oracle-based systems (Hyperion and Oracle Business Intelligence Enterprise Edition [OBIEE]) or equivalent financial management systems; forecasting and financial trend analysis. Holds a recognised finance qualification in bookkeeping or level 3 ACCA or equivalent, or with at least three (3) years of experience in a finance role, ideally dealing with budgets. Excellent IT and administration skills. Expert in Microsoft Office, Microsoft Teams, and One Note. SharePoint super-user. Excellent interpersonal skills, with confidence to work on their own initiative. Proven ability to engage and influence at all levels and collaborate effectively across Embassy teams. Fluent in both spoken and written English. Holds at least IELTS Level 6 or equivalent. Ability and willingness to travel across the region. Candidates must be available for occasional travel within the MENASA region (and possibly further afield) for training and logistical purposes, and must be able to secure visas for these regions. Salary is at AED 16,492 per month. There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position. Conditioned working hours are 38 hours per week. Standard working hours are from 07:30 to 15:06, including a lunch break of 36 minutes, from Sunday to Thursday. The successful candidate should be flexible in their approach to hours worked as there may be some work out of hours and occasionally anti-social hours required, particularly during times of crisis when they may need to work longer hours and over weekends. This role has an on call requirement, 24/7 on alternate weeks for management of the MENASA Rapid Deployment Team (RDT). The successful applicant is required to be within the UAE when on call. The successful candidate must also be willing to be on call over holiday periods, including for example Christmas, Easter, or Eid. A weekly on call allowance will be provided. Candidates must also be available for occasional travel within the MENASA region (and possibly further afield) for training and logistical purposes, and must be able to secure visas for these regions.
